Was Jean Charles de Menezes a Federal Agent?

Rare ID of 7/22 Stockwell shooting victim surfaces

GQ’s October 2005 issue contained a much-overlooked article entitled “The Wrong Man”. While the article describes Menezes as a 27-year-old electrician, he is pictured in a photo ID that reads “Paulo Nakamashi Agente de Policia Federal matr. no 022.2243″. It is unclear whether this is the name of the person pictured, or if it is the name of the issuer of the identification. The signature is a much closer match to Jean Charles de Menezes than Paulo Nakamashi. If this is indeed Menezes’ signature, why is there no other printed reference to him?

As of this writing, a Google search for “Paulo Nakamashi” returns only 5 results.
I have been unable to locate the full article or photo id online and decided to make it available to other researchers.

I cannot locate a contact for the author, Chris Heath. Any information as to the origin of this identification would be very much appreciated. Comments are open but moderated. Spam/off topic posts will not be published.

May 2nd Update:
After a reader suggested that the ID is most likely a Brazillian passport, I was able to narrow my search and, luckily, I discovered an identical ID.

Fortunately, the nefarious individual pictured above is not likely to be a rogue Federal Agent. Good thing, since he’s one scarey little bastard.
This blog entry was not a total loss. To my knowledge, prior to this entry, Menezes’ Brazillian passport and the GQ article were not available online.
