March 30, 2006 — The city yesterday lost another legal battle over emergency 911 calls made from the World Trade Center on Sept. 11 - and will now have to release the names of 24 callers who have been identified by panicked operators.

Lawyer Norman Siegel, who has represented nine families in their three-year legal fight for the recordings, said a judge had slapped city lawyers with an order saying they must include the names in 911 tapes, to be released tomorrow.

The city had planned to make public only the operator’s voice on 130.

A city Law Department spokeswoman said the order violates the spirit of a Court of Appeals ruling insisting on privacy for 911 callers, and an appeal is planned.
